MR. FORSGATE:-Do you know off-hand, Mr. Chairman, if the Law prescribes fines for this action of dumping?
(Mr. Peter C. K. CHAN returned to the meeting at this point).
CHAIRMAN:-I should imagine it is rather like dumping litter in a big way, Mr. FORSGATE.
MR. CHEONG-LEEN:-In regard to the site referred to by Mr. FORSGATE in his question, is it Crown Land or otherwise, Mr. Chairman?
(Dr. Denny M. H. HUANG left the meeting at this point). CHAIRMAN:-I am afraid I would need notice of that question.
MR. CHEONG-LEEN:-Mr. Chairman, I think the site referred to is part and parcel of the circumstances of the question so, without having to require notice, couldn't you let me have that information at any time after the meeting? The reason why I am asking it is because it seems rather curious that if there is illegal dumping on Crown Land there is a combined operation between Public Works Department, Urban Services Department and Police, but the question that does arise in my mind, and on which I would like to see clarification, is that if there is dumping in a large way on land other than Crown Land whether there is this same kind of combined operation or whether it is regarded as of secondary importance.
CHAIRMAN:-I would need notice of that question, Mr. CHEONG-LEEN.
MR. KENNETH T. C. Lo:- Mr. Chairman, if the culprit is not prosecuted on this particular occasion, will he at least be warned that he will be prosecuted if he does it again?
CHAIRMAN:-I take that as done, I think, Mr. Lo.
(11) MR. HENRY H. L. Hu asked the following question:
Could the Chairman inform the Council whether it is intended to floodlight the playgrounds at Shek Pai Wan, Aberdeen so that young people can play in the evening?
MR. A. de O. SALES, CHAIRMAN OF THE RECREATION & AMENITIES SELECT COMMITTEE, replied as follows:-
At present, one playground at Shek Pai Wan Resettlement Estate (a mini-soccer pitch) is floodlit. There are three other active recreation areas at this estate, all of which are basketball courts and they will be floodlit in their turn. At the nearby Tin Wan estate, there is an item in Category A of the Public Works Programme for flood-lighting two playgrounds, consisting of a mini-soccer pitch and a basketball court, and I hope that this project will be put in hand and even completed this year. Outside these two estates, but still in the district, the new Aberdeen Sports Ground contains three floodlit mini-soccer pitches. It will be opened soon.
Members will recall that at the January meeting of this Council, in answering a question from Mr. RAFEEK, I explained that there is a considerable backlog of playgrounds which we would like to see floodlit, and that items are inserted annually into the Public Works Programme to catch up with this backlog. As I said at the time, my Committee is anxious to floodlight as many areas as possible, where there is a need to do so, but inevitably it will take time before our hopes are fully realized.

MR. HU:-Mr. Chairman, I asked this question at the request of the Kaifong Association. I only hope that the three other playgrounds can be floodlit as soon as possible.
(12) MR. HENRY H. L. Hu asked the following question:-
Could the Chairman inform the Council when the construction of hawker bazaar in Shek Pai Wan, Aberdeen will be completed? How are the stalls to be distributed? How many and what kind of stalls will there be? In what way will the poorer hawking families be looked after in distributing the stalls?
MR. R. H. LOBO, CHAIRMAN OF THE HAWKER MANAGEMENT SELECT COMMITTEE, replied as follows:-
I have been informed by the Public Works Department that it is now anticipated that construction work on the open-air hawker bazaar now in hand at Shek Pai Wan will be completed by the end of March this year (i.e. by the end of this month).
