there is no marked increase of dust bins in Hong Kong and Kowloon. They are still insufficient. The Urban Services Department should perhaps consider urgently where dust bins should be placed and whether the numbers are sufficient etc. We then probably should advise people how to dispose their rubbish. Many people who throw the rubbish from the windows may be simply because they have nowhere to put their rubbish. This movement can be started from resettlement estates. The Department, the Resettlement Department, could work out ways and means to dispose rubbish inside resettlement blocks.

Labour Legislation

About labour legislation, Trade Union Registration Ordinance should be amended so that the proviso of Section (46) and also the Subsection (2) of Section (47) could be deleted. It would be unreasonable that although in principle the workers' rights to strike is recognized, yet the proviso of Section (46) and the Section (47) have practically ruled out any possibility to conduct any strike in a lawful way. The proviso of Section (46) which reads:

"Provided that it shall not be lawful if they so attend in such numbers, or otherwise in such manner, as to be calculated to intimidate any person in that house or place, or to obstruct the approach thereto or egress therefrom, or to lead to a breach of the peace, and any person who acts in contravention of this proviso shall be guilty of an offence and shall be liable on summary conviction to a fine of one thousand dollars and to imprisonment for six months”.

This proviso has been abolished in the corresponding English Act in 1948. There is no reason why it should be still retained in Hong Kong Ordinance. It would be for Hong Kong's interest that we should set up Labour Courts and introduce system of compulsory arbitration in case of any labour disputes.

Social problems in Urban Area cannot be solved because of lack of space. We should look for the New Territories in solving our social problems about industrialization, urbanization and overcrowdedness of our community.

Mr. Chairman, before I sit down I should congratulate you and your staff, particularly Mr. TINSON for the very able way in discharging a very onerous duty both in the Urban Council and Urban Services Department.

With these remarks, Mr. Chairman, I have great pleasure in supporting the motion before the Council. (Applause).

New Territories

About the New Territories, as I have said that there are great room for further development there. The present unsatisfactory state of affair in New Territories should be to great extent attributed to the responsibility of the Government. I said this because Government did not give the New Territories people a policy of free development. There are a lot of restrictions which prevent the New Territories from developing further. Such illogical policy should be reconsidered. The importance of New Territories would be increasing year by year.
