(c) To organize, in conjunction with the Extra-Mural Studies Department of the Chinese University of Hong Kong, senior part-time evening courses in Food Catering Sanitation for licensees, management and supervisory staff of all types of food businesses.

(d) To continue to hold food hygiene training courses for personnel employed in licensed food premises, cooked food stallholders and other personnel engaged in the catering business.

(e) To carry out a programme of training of more health inspectors for the professional Diploma in Content and Methods of Health Education of the University of London.

Food Hygiene

18. (a) To continue to enforce the regulations and bylaws relating to the control of food and to seek ways of improving the methods of enforcement.

(b) To keep under review the legislation relating to the control of food in the light of advances in food research and technology.

(c) To co-operate with other departments concerned with the control of food imports and exports to ensure that departmental procedures do not conflict.

Food Premises

19. To raise the standard of hygiene and to maintain effective enforcement of regulations in all food premises by:

(a) The continued posting of Special Food Hygiene Squad Inspectors;

(b) Holding a series of short campaigns stressing specific aspects of hygiene in food premises;

(c) Processing all applications for licences by a Central Licensing Unit to ensure that licences are granted as rapidly as possible and to continue to review, expedite and improve the licensing procedure;

(d) Exercising stricter control over the use of vending machines for the sale of food and drinks;

(e) Working closely with the Resettlement Department and/or the Architectural Office, Public Works Department, in improving the design of restaurant premises in the new estates and in licensed areas.

CLEANSING DIVISION

City Cleansing and Refuse Collection

20. (a) To continue to provide Hong Kong with effective street cleansing, refuse collection, public latrine and conservancy services, and to ensure the implementation of the agreed policy on incinerator construction, provision of off-street refuse collection points and renovation of all latrines and building of new latrines and bathhouses.

(b) To continue to improve generally the efficiency of the cleansing organization through:

(i) creating from among the staff of the Cleansing Division a corps of professional cleansing officers;

(ii) training particularly of minor supervisory staff and of selected officers of the Health Inspectorate in preparation for the professional examinations of the Institute of Public Cleansing;

(iii) promoting a good relationship between supervisory officers and their staff.

(c) To continue to secure maximum public co-operation in reducing the cleansing problems through educational campaigns using prosecution as a last resort.

(d) To modernize and improve the existing fleet of refuse collecting vehicles with a view to increasing the operational efficiency of refuse collection.

(e) To reduce the fouling of streets and pavements by dogs by providing more dogs' toilets at suitable street corner sites in the urban area.

(f) To introduce a more realistic set of costing returns which would reflect the efficiency of the cleansing services and interpret trends for planning purposes.

Cemeteries and Crematoria

21. (a) To continue to promote cremation with a view to raising the cremation rate by:

(i) pressing for the early reprovisioning of the existing Diamond Hill Crematorium with modern facilities to include a columbarium, a memorial hall and a garden of remembrance;

(ii) giving wider publicity on cremation and introducing to the general public the up-to-date facilities at the Cape Collinson Crematorium; and
