Markets

8. (a) To continue to press for the acceleration of the reprovisioning of existing markets and the construction of new markets in accordance with the needs of the urban areas.

(b) To continue the planned research programme into the retail marketing needs of the urban areas, including an examination of the facilities provided by food hawkers and fresh provision shops, in order to obtain a basis for the efficient planning and design of market facilities.

(c) To continue to maintain and improve conditions in all markets in regard to general cleanliness and food hygiene.

(d) To press, in conjunction with the Commissioner for Resettlement, for the gradual establishment of permanent markets in Resettlement Estates, beginning with the new estates, and, in the meantime, urgently to introduce measures to improve marketing facilities in the Estates.

(e) To continue to foster understanding and co-operation with the dealers in the market business and with Government departments in the planning and improving marketing facilities.

Abattoirs

9. (a) To continue to ensure that the new abattoirs at Kennedy Town and Cheung Sha Wan are run in accordance with the highest standards of hygiene and efficiency.

(b) To explore the possibility of promoting the use of refrigeration in the local meat industry so that, at a later stage, the need for an increase in storage space for artificially cooled meat in the new abattoirs may be considered.

(c) To introduce in-service training of staff to ensure a constant supply of skilled butchers.

(d) To continue to consider whether there is a need for further abattoirs to meet the requirements of the expanding population in the urban areas and, if so, to initiate action on the planning of such abattoirs.

10. (a) CULTURAL SERVICES DIVISION

To promote the appreciation of the performing arts especially among the young people by organizing more cultural performances of Western and Chinese music, dance and drama by local and international artists at low admission prices.

(b) To promote the image of City Hall as the cultural centre of Hong Kong by means of suitable publicity on the wide range of cultural functions now taking place at the City Hall.

(c) To offer assistance and advice especially on technical matters to all hirers of the City Hall facilities.

(d) To press for an expansion of cultural and civic facilities similar to those provided at the City Hall by building a Kowloon Civic Centre.

(e) To continue improving the existing facilities in the City Hall.

Museum and Art Gallery

11. (a) To plan for a new Museum building at a suitable site to house the museum and art gallery services as outlined in the Museum Report prepared by the Select Committee in 1965.

(b) To collect and prepare at the Kowloon Park buildings basic collections of local history, ethnography and natural history for the new museum.

(c) To plan for the staffing of the new museum building including the appointment of suitably qualified senior officers and the training of junior officers.

(d) To develop as far as possible the education and extension services, especially in the organization of loan exhibitions for schools.

(e) To continue to build up the collections of local art and Chinese art and antiquities, especially in the fields of jade and paintings.

(f) To continue to organize temporary exhibitions which are of interest and educational value to the public.

(g) To expedite the enactment of the Antiquities Ordinance.

12. (a) To open the Wah Fu Library, to prepare for the opening of the Yau Ma Tei Library and to plan for the opening of the Ping Shek Library in accordance with the library expansion programme.

(b) To strengthen and expand library services for the public by:

(i) acquiring some 31,000 new titles and editions thereby to consolidate the book stock;
