MR. BERNACCHI:-But you didn't say so.
MR. CHAN:-I think I can do that under Standing Orders, which I cannot find, but read before. Well, I think I disagree with Mrs. ELLIOTT that this is a question of which party winning this Motion, or something like that. Nor do I agree with Mr. BERNACCHI, for whom I have the highest respect and admiration, that this is weakening the Motion. On the other hand, I would say, that this is making it more workable, because once we accept the Motion with its original wording we have to put it into effect immediately, or implement it immediately, and that would upset the working programme which Mr. CHEONG-LEEN has already laid out. Well, I am a Member of this Policy Committee and I can assure Mr. BERNACCHI that, if this Motion is passed as amended, it will be considered as quickly as is justified as long as it does not upset the priority of the programme, because we cannot jump here and there. A moving stone gathers no moss, and I think we have to accept the working programme. I can assure Mr. BERNACCHI that I think every Member of the Hawker Policy Committee is working very hard, although I have only been to one of the meetings, and I am very satisfied that they will certainly put it into effect in the correct order, if this is passed as amended.
CHAIRMAN: ---As there are no more speakers, I will put this amendment to the vote. The proposal is that the original Motion be amended to read "The Council appreciates the need for hawkers of cooked food in Hong Kong and remits this matter to the Hawker Policy Select Committee for consideration in accordance with the Committee's Priority Working Programme".
The question was put.
The amendment to the Motion was carried with 14 votes for and 6 abstentions.
CHAIRMAN: —I will now put the Motion to the vote.
