(b) To improve generally the efficiency of the cleansing organization through—

(i) The re-formation of the staff of the Cleansing Division into a corps of professional Cleansing officers;

(ii) Training—particularly of minor supervisory staff and of selected officers of the Health Inspectorate in preparation for the professional examinations of the Institute of Public Cleansing;

(iii) The re-assessment of the staff required for cleansing work by systematic examination of establishments by cleansing districts and the introduction of an improved supervisory structure;

(iv) The extension of mechanized street sweeping where financially justifiable and practicable.

(c) To secure maximum public co-operation in reducing the cleansing problems through educational campaigns and by prosecutions.

(d) To reduce nuisance by improving conditions at on-street refuse collection points and establishing more off-street collection points.

(e) To devise new methods of collecting and dispersing of bulky refuse.

(f) To introduce a more satisfactory means of keeping picnic spots clean.

Cemeteries and Crematoria

21. (a) To encourage cremation with a view to raising the cremation rate from 25% to 35% by 1985.

(b) To press for the early construction of a modern crematorium, columbarium and garden of remembrance at Diamond Hill.

(c) To improve the amenities and facilities in public cemeteries and crematoria.

(d) To economize in land by encouraging the re-use of land in existing cemeteries by exhumation of deserted graves.
