(b) To continue with the laying down of stocks of semi-mature trees for planting out along roadsides and round new public buildings, and to concert arrangements with the Director of Public Works for the creation of as many tree-lined avenues and promenades as possible.

(c) To seek the co-operation of private landlords in beautifying Hong Kong with trees, shrubs and flowers.

4. To improve and augment the staff of the Recreation and Amenities Division with a view to ensuring its adequacy, in numbers and quality, for the speedy and efficient implementation of the Council's policies.

(a) To maintain a high standard of management at the Hong Kong Stadium, to increase its usage and to continue the cordial working relationship with the Hong Kong Football Association.

(d) To implement the policy formulated firmly and impartially, using prosecutions or other sanctions if persuasions and warnings fail.

(e) To deal with the hawker problem with the utmost urgency.

(i) To continue to press for the acceleration of the reprovisioning of existing markets and the construction of new markets in accordance with the needs of the urban areas.

(ii) To carry out a research programme into the retail marketing needs of the urban areas, including an examination of the facilities provided by food hawkers and fresh provision shops, in order to obtain a basis for the efficient planning and design of market facilities.

(iii) To continue to maintain and improve conditions in all markets in regard to general cleanliness and food hygiene.

(iv) To press for the extension of wholesale marketing facilities at Cheung Sha Wan, in consultation with interested departments and having regard to the needs of the trades, with particular emphasis on the hygienic distribution of food.

(v) To study ways of relieving congestion in the present wholesale market at Kennedy Town, and to formulate long-term proposals for reprovisioning it on a more suitable site.

(a) To complete arrangements for the opening of the Cheung Sha Wan Abattoir during 1969, and to ensure that both the new abattoirs are run in accordance with the highest standards of hygiene and efficiency.

(b) To consider whether further abattoirs are, or will be necessary to meet the needs of the expanding population in the urban areas and, if so, to initiate action on the planning of such abattoirs.

Hawkers

7.

ABATTOIRS, HAWKERS & MARKETS DIVISION

(a) To formulate a clear, readily understood, and practical policy taking into consideration the needs of the hawkers, their customers, local conditions, people who live and work in the neighbourhood of hawker concentrations, and the public at large.

(b) To make or recommend such amendments to the law as are required to reflect the policy formulated.

(c) To ensure that those affected know and understand the aims of the Council's policies, and the requirements of the law.

General

CITY HALL DIVISION

10. (a) To consolidate the image of the City Hall as the cultural centre of Hong Kong.

(b) To improve and if possible expand the existing facilities, especially for the accommodation of exhibitions, e.g. conversion of ballroom.
