Sonny has glamorous P.R.A.,
And kept all listeners at bay (Laughter).
He fights for the children's place,
One-tenth of the land for open space.
Yiu-bor leads resettlement management
With very mature judgment.
He works with the administration,
Without too much frustration.
P.F. has health education,
He orates with righteous indignation. (Laughter).
One day we hope with a bang,
Our zoo will get the orang utang.
Alison has environmental hygiene,
Which to her is as easy as bean.
Rest assured that under Bell,
(Laughter).
The streets will be swept well. (Laughter).
Hilton talks most of the time (Laughter).
On issues outside the Council's line.
From education to constitution,
He may well lay the foundation.
Geoffrey chairs the Urban Council,
Without pounding his pencil.
Yet amongst his worst nightmares,
The problem of ultra vires (Laughter).”

Members of the Urban Council are endowed with a spirit of youth and a reservoir of sympathy for the less fortunate. This Council will undoubtedly go on from strength to strength. I wish you all the best and as I will still be nearby: au revoir. (Applause).

MR. LAM: ---Sir, may I say a few words. As you ladies and gentlemen would know, I very seldom make speeches. It is in fact I do not know how; but today I feel like to say a few words from my heart. I want to thank you very much for letting me work with you in the last 3 years. Very often many things I really do not know and my colleagues have been kind enough to guide me. Very often I make mistakes and I have to thank you for putting me right. In the Select Committees I have had a lot of experience of learning from you and contributed whatever little bit of my part. It is with greatest regret that I have to resign from this Council on account of, perhaps you gentlemen already know, my eyes.

The situation is that I cannot work for any long spell at a time, so in order not to jeopardise the welfare of the public I think a full able body should take my place and work as hard as possible for the welfare of the citizens of Hong Kong, and it is for this reason I resign; and I want to make a pledge that, in the future, should I become all right again I would seek, perhaps through the other side of the table, a come back on to the Council and to do my duty for the citizens of Hong Kong. (Applause).
