include the power to make regulations in respect of labelling. However, the provisions which are being deleted from the Milk By-laws have been re-enacted in the Food and Drugs (Composition and Labelling) Regulations, where they properly belong. (Laughter).

MR. SALES: --All I have to say is that I will vote for this motion, but I will never drink milk again. (Laughter).

CHAIRMAN: - The question is that the Milk Amendment By-laws 1967 be made under Section 56 of the Public Health & Urban Services Ordinance.

The question was put.

The motion was carried. The Commissioner for Resettlement and Mr. B. A. BERNACCHI abstained from voting.

FAREWELL TO MR. J. L. MARDEN.

CHAIRMAN: - Ladies and gentlemen, before we close I regret to have to inform members that, due to business pressure, Mr. John MARDEN will be resigning from the Council at the end of this month. Mr. MARDEN has been a member of the Council since July 1959, and he will be greatly missed. During his eight years with the Council he has served on many Select Committees. He is, at the present time, a member of the Environmental Hygiene, the Offensive Trades and Slaughterhouses, and the Resettlement Policy Select Committees. He is also the Chairman of the Estimates Select Committee. These Select Committees will feel his absence, both for his experienced advice and for his genial comments.

I am sure that members are as sorry as I am to lose John MARDEN, and will want me to wish him every happiness in the future, and to thank him most sincerely for his valuable services to this Council. (Applause).

MR. BERNACCHI: Mr. Chairman, late as the hour is, I cannot let John go without a word on behalf of all Unofficials. He has performed most valuable services to this Council. It came as a shock to me that he had to resign and his absence will take a lot of filling by any successor. I can only say that we shall feel his absence for a very long time. (Applause).

MR. MARDEN: - Mr. Chairman, ladies and colleagues, in some ways I regret very much having to take this decision. It has not been taken lightly I can assure you, but my resignation was first tendered a year ago, and I was persuaded to carry on for a year. I now find that I am leaving the Colony more and more, and therefore that I

cannot give to the Urban Council the time, the consideration and deliberation which it very rightly deserves. I have enjoyed working in all the Committees that I have been on. I have enjoyed working with all the members of the Urban Council both elected and appointed, and also enjoyed working with the members of the Urban Services Department in their respective capacities in the Committees. As I said before, I regret it. I am glad though, that in the Chairman of the Urban Council now you will be able to have a little light relief, with perhaps a verse or two every now and again. I did start on Kublai Khan myself, I think it was in toto. I might even finish it, including all of your names in it at some time. (Laughter). (Applause).

ADJOURNMENT - 5.55 P.M.

CHAIRMAN: - That concludes the business of this meeting. Council stands adjourned until Tuesday, 4th April, 1967, at 4 p.m.
