11. To experiment with the tractor/trailer system at market compounds for the collection of both hawker and market refuse.
12. To plan for additional incineration capacity required after the completion of the Kennedy Town and Lai Chi Kok incinerators.
13. To continue close liaison with Roads and Drainage Office of Public Works Department in respect of obstructions and in lane and pavement defects.
14. To collaborate with the Organizational Surveys Unit in a beat sweeping survey.
15. To institute training in instruction techniques for Foremen to enable them to train in turn the staff under their control.
Urban Amenities
Amenities Division
16. To continue improving the facilities and standard of service provided at the parks, playgrounds, beaches, swimming pools and car parks managed by the Council.
17. To push ahead vigorously with the urban amenities construction programme to match the growing public need.
18. To improve the liaison with the many public and private organizations which have an interest in the Council's amenity projects or which may be able to assist in meeting the demand for additional amenity facilities.
19. To keep under continuous review the recreation needs of all Sections of the population, including the possible provision of new types of facilities.
Amenity Planting
20. To continue with the expanded amenity tree, shrub and flower planting programme, with particular emphasis on the mass planting of colourful flowering species.
21. To continue with the laying down of stocks of semi-mature trees for planting out along roadsides and round new public buildings, and to concert arrangements with the Director of Public Works for the creation of as many tree-lined avenues and promenades as possible.
22. To seek the co-operation of private landlords in beautifying Hong Kong with trees, shrubs and flowers.
Staff
HONG KONG URBAN COUNCIL
23. To improve and augment the staff of the Amenities Division with a view to ensuring its adequacy, in numbers and quality, for the speedy and efficient implementation of the Council's policies.
Advertisements
24. To finalize the Council's future policy on the control of advertisements, to enact appropriate by-laws and to seek provision of the staff required to enforce them.
Stadia
25. To raise the standard of management of the Hong Kong Stadium to the highest level, to extend its usage to the maximum, and to maintain a cordial working relationship with the Hong Kong Football Association.
26. To continue to press for the provision of facilities for indoor recreation, in the form of an indoor stadium; district halls and other suitable buildings.
Hawkers
General Division
27. To keep in the forefront of all major policy considerations the rights and economic needs of licensed hawkers.
28. To keep under review all policies and laws relating to hawkers with a view to excising anomalies and unfairness where these are found to exist.
29. To continue clearing main roads and concentrating hawkers in side streets, or where possible off-street bazaars.
30. To achieve higher standards of cleanliness and hygiene among hawkers.
31. To achieve the compliance of hawkers with the law by means of education and persuasion in preference to legal action, and to work closely with the Police towards this end.
32. To continue to foster good relations between hawkers and the Hawker Control Force, other members of the Urban Services Department staff and the public.
33. To improve the structure of the Hawker Control Force with a view to providing a solid and experienced foundation for future expansion.
34. In conjunction with other departments to give full support to measures aimed at providing vocational training for hawkers with a view to their taking up other occupations.
