MR. SALES: --Mr. Chairman, I suggested that consideration be given until either the next meeting or the meeting following, but we want to see that a full reply be given and we want the matter to be fully considered. I am sure that is also the intention of every Urban Councillor.

MR. CHEONG-LEEN: -Mr. Chairman, without any prejudice to any winding up which I make in regard to this motion, I would certainly endorse the sentiments which have been expressed by Mr. SALES. I think it is a sensible proposal, and if Mr. SALES or you yourself, Mr. Chairman, would like to move this motion and if properly seconded, I and my colleagues (at least the Civic Association side) would be very glad to endorse and support that.

MR. SALES: -Mr. Chairman, may I then move (and I am sure that my colleague Mr. MARDEN will second me (Laughter)) to postpone consideration of the third motion appearing on the agenda for to-day's meeting.

MR. MARDEN: -I would like to second that.

The question was put.

The motion, as proposed by Mr. SALES, was carried, with 19 for, nil against, and 5 abstentions.

MR. BERNACCHI: -I would like to make a personal statement. I would like to point out to you, Mr. Chairman, that the object of the postponement was to enable you, Sir, to give a full statement of Government's views on the matter.

CHAIRMAN: -Yes, Sir, that is the object, but I cannot undertake to provide a full statement. I will refer the matter to the Colonial Secretary and will in due course convey to Members the answer I receive.

MR. SALES: --Sir, I would like that all the speeches that were made should be forwarded, and in fact some of the statements made by Mr. CHEONG-LEEN should even go to London because they are very strong indeed, so that the Hong Kong Government might be enabled to give a full reply on the subject.

MR. CHEONG-LEEN: -In clarification of that, if Government does not wish to forward any statements which have been made to-day direct to London, I am sure the Civic Association would be quite willing to do so. (Laughter).

TRIBUTE TO HANSARD REPORTER.

CHAIRMAN: -Ladies and Gentlemen, there is one small matter before we end the meeting. This is the last time Miss Zarina MINU will be filling the role of Hansard Reporter to the Council. She has performed the duties of reporter most capably for the past five years and I know that they often call for the exercise of much patience, perseverance and understanding. Members will, I am sure, wish me to express the thanks of the Council to Miss MINU on this occasion. (Applause).

MR. BERNACCHI: -On behalf of all the Unofficials, Mr. Chairman, may I say that Miss MINU's work as reporter has been more than excellent. I cannot conceive how she has been able to report our words. (Laughter) (Applause).
