Council's Urban Amenities Select Committee, unless, Mr. Chairman, he was told, as we the Unofficial Members were told cynically by an Official Member, that the harbour was also open space for recreational use. (Laughter). On that, there can be no doubt because it is part of the record of proceedings of this Council. I should have thought that that cynicism has now gone as a relic of the past, that we are men who are honest in our opinion and all seeking to serve the public interest. Sir, with these words, may I suggest that you put the question.

CHAIRMAN:-The motion before the Council is: That this Council apply to Government to be given the land formerly occupied by the Services at Causeway Bay so that Victoria Park, now fully developed, may be enlarged and more amenities made available to the public in consequence. The motion has been proposed by Mr. SALES and seconded by Mr. BERNACCHI.

(2) THE CHAIRMAN moved the following motion:

RESOLVED-

(i) Under section 59 of the Urban Council Ordinance 1955 that the persons whose names are set out in the first column of the attached Schedule shall be the Members of the Select Committees detailed for the period up to the commencement of the first meeting of the Urban Council in April 1966 except that Mr. A. de O. SALES, Mr. Wilson T. S. WANG, Mr. K. S. Lo, Mr. R. H. LOBO and Mr. H. M. G. FORSGATE whose respective terms of office as appointed members expire on 31st March, 1966 shall be Members of the relevant Select Committees until that date. (ii) Under Standing Order 22(6) that the Chairman of each Select Committee shall be as set out in the first column of the attached Schedule for the period up to the commencement of the first meeting of the Urban Council in April 1966 except that Mr. A. de O. Sales, Mr. Wilson T. S. WANG and Mr. K. S. Lo whose respective terms of office as appointed members expire on 31st March, 1966 shall be Chairmen of the relevant Select Committees until that date.

(iii) Under section 60(1) of the Urban Council Ordinance 1955 and section 5(1) of the Resettlement Ordinance 1958 that the powers and functions of the Council

as set out in the second column of the attached Schedule be delegated to the Select Committees shown in the first column for the period up to the commencement of the first meeting of the Urban Council in April 1966.

(iv) Under section 60(1) of the Urban Council Ordinance 1955 that the power of the Council under section 59 of the Ordinance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee:

Provided that each such change shall be reported to the Council at its next meeting.

He said I rise to move the motion standing in my name as Item 4(2) on the Order Paper, regarding the constitution, terms of reference, and appointment of chairmen of Select Committees for the period 6th April, 1965 to the date of the first meeting of the Council to be held in April 1966.

The inclusion of our new Members in various Select Committees is an important feature this year. Other major changes are, firstly, that the chairmanship of the Resettlement Policy Select Committee, previously held by the Commissioner for Resettlement, is to be taken over by an Unofficial Member, so that all the chairmanships of Select Committees will now be held by Unofficial Members, and secondly that the Deputy Director of Public Works (Engineering) is to become a member of the Environmental Hygiene Select Committee. This latter change was suggested by my friend, the Director of Public Works, who thought that such an appointment would enable closer liaison to be achieved with the Public Works Department on matters of importance to the Select Committee. I am sure that he is right and I am grateful to him for his helpful suggestion.

(3) MR. H. CHEONG-LEEN moved the following motion:-

That the Standing Committee of the Whole Council do appoint a Sub-Committee to study the need for and to make recommendations in respect of a municipal zoo for Hong Kong.
