8. To consider further ways of developing and mechanizing the cleansing services.
9. To improve the daily refuse collection service particularly with regard to maintaining punctuality on routes.
10. To raise cleansing standards particularly in central areas.
11. To intensify the activities of the special cleansing and hawker area cleansing squads.
12. To press for the early completion of incinerators on both sides of the harbour so that the Gin Drinkers Bay Refuse Dump may be closed as early as possible.

13. To continue improving the facilities and standard of service provided at the parks, playgrounds, beaches, swimming pools and car parks managed by the Council.
14. To push ahead vigorously with the urban amenities construction programme to match the growing public need.

15. To improve the liaison with the many public and private organizations which have an interest in the Council's amenity projects.
Tree Planting
16. To continue with the expanding amenity tree and shrub planting programme, with particular emphasis on the mass planting of colourful flowering species.
17. To continue with the laying down of stocks of semi-mature trees for planting out along roadsides and round new public buildings in ten or more years' time, and to concert arrangements with the Director of Public Works for the creation of as many tree-lined avenues and promenades as possible.
18. To seek the co-operation of private landlords in beautifying Hong Kong with trees, shrubs and flowers.
Staff
19. To review the staffing (including training) of the Amenities Group with a view to ensuring its adequacy, in numbers and quality, for the speedy and efficient implementation of the Council's policies.
Advertisements
20. To finalize the Council's future policy on the control of advertisements, to enact appropriate by-laws and to seek provision of the staff required to enforce them.
General Section
Hawkers
21. To keep in the forefront of all major policy considerations the rights and economic needs of licensed hawkers.
22. To continue concentrating hawkers in side streets, or where possible off-street bazaars, so as to reduce obstructions where they occur; and to this end to draw up an overall plan.
23. To achieve higher standards of cleanliness and hygiene among hawkers.
24. To achieve compliance with the law by means of education and persuasion in preference to legal action.
25. To continue to foster good relations between hawkers and the Hawker Control Force and other members of the Urban Services Department staff.
26. To consolidate on the structure of the Hawker Control Force with a view to providing a solid and experienced foundation for future expansion.
