Offensive Trades and Slaughterhouses Select Committee, and

Resettlement Management Select Committee.

He said: I rise to move the motion standing in my name on the agenda. This motion, if carried, will enable Mr. RAFEEK to become a member of the following Select Committees:

Environmental Hygiene Select Committee.

Hawkers Select Committee.

Offensive Trades and Slaughterhouses Select Committee, and Resettlement Management Select Committee.

He has signified his willingness to serve on them.

THE VICE-CHAIRMAN seconded.

MR. WATSON:- Mr. Chairman, would it not also be appropriate for Mr. Solomon RAFEEK to join the Standing Orders and Procedure Select Committee?

MR. CHEONG-LEEN:- Mr. Chairman, may I ask Mr. WATSON what is the purpose of asking this question?

MR. WATSON:- May I explain to Mr. CHEONG-LEEN that in the discussions on electors and electoral procedure I think Mr. RAFEEK has very first-hand information which he could give to that Committee. (Laughter).

MR. BERNACCHI:- I think all Elected Members ought to have. I do not say they have but they ought to have and I hope they have intimate information of electors and electoral procedure. The composition of the various Select Committees has been done, so that there is not an overdose of elected members or an overdose of appointed members on any one Select Committee. I, as Chairman of the Standing Orders and Procedure Select Committee, am quite happy indeed to have Mr. RAFEEK join that Committee, but he has not expressed a desire to join it and it is up to himself and, too, of course, up to the Appointed Members insofar that if he joins, then they will suffer an overdose of elected members in the Standing Orders and Procedure Select Committee. (Laughter).

MR. SALES:- Mr. Chairman, I do not think Mr. RAFEEK should be stampeded into joining any Committee. He has consulted you and other people whom he thinks capable of advising him on the Select Committees that he should join and these are the Select Committees that he has chosen to be on. I think that we should respect his choice. The question put by my colleague, Mr. WATSON, is an excellent one

and might be borne in mind by Mr. RAFEEK in the future, particularly when Select Committees are re-constituted next April. Now, I would like to assure Mr. BERNACCHI that however long-suffering the Appointed Members may be when they are on Select Committees with their colleagues, the Elected Members, their patience is inexhaustible and no number of Elected Members would ever be considered by us to be an overdose. (Laughter). Likewise, it is my hope that the Elected Members will not consider that the Appointed Members are insufferable and that at any time there could possibly be too many Appointed Members on any Select Committee. (Applause).

The question was put.

The motion was carried.
