column of the attached Schedule for the period up to the commencement of the first meeting of the Urban Council in April 1965 except that Mr. B. A. BERNACCHI, Mr. Li Yiu-bor and Dr. P. F. Woo whose respective terms of office as elected members expire on 31st March, 1965 shall be Chairmen of the relevant Select Committees until that date..

(iii) Under section 60(1) of the Urban Council Ordinance, 1955 and section 5(1) of the Resettlement Ordinance, 1958 that the powers and functions of the Council as set out in the second column of the attached Schedule be delegated to the Select Committees shown in the first column for the period up to the commencement of the first meeting of the Urban Council in April 1965.

(iv) Under section 60(1) of the Urban Council Ordinance, 1955 that the power of the Council under section 59 of the Ordinance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee:

Provided that each such change shall be reported to the Council at its next meeting.

He said: I rise to move the motion standing in my name as Item 4 on the Order Paper, regarding the constitution, terms of reference and appointment of chairmen of Select Committees for the period 7th April, 1964 to the date of the first meeting of the Council to be held in April 1965.

There is little change in the membership of the Select Committees for the coming year but there are some points which I should mention. There is an increase of two Select Committees making a total of 17. The two new committees are the Library Select Committee and the Museum and Art Gallery Select Committee. These committees have been functioning as sub-committees of the City Hall (Policy) Select Committee, but Members have decided that they should now become separate Select Committees. Also, the City Hall (Policy) Select Committee is to be re-named the City Hall Select Committee.

Up to now the City Hall (Policy) Select Committee and the Standing Orders and Procedure Select Committee have had Official Members as chairmen, but it has now been agreed that an Unofficial Member should take over as chairman in each case.

There is one last-minute change not shown on the paper before Members and that is that Mrs. ELLIOTT is joining the Hawkers Select Committee.

MR. BERNACCHI:- Mr. Chairman, as Mr. CHAN Shu-woon has not attended any or hardly any Select Committee meetings since his re-election in March last year and as you have already ruled that he will not be a member of this Council after the 1st May of this year, I propose by way of amendment that his name be excluded from the Schedule. The work of this Council is mainly done through Select Committees and we should not have on any Select Committee any member who apparently is too busy to attend.

DR. Woo:- Mr. Chairman, in view of the fact that Mr. CHAN'S resignation is on the 1st May, which is only about three weeks from to-day, I think Mr. BERNACCHI's motion has some merit and I beg to second his motion.

MR. CHAN:- Sir, I personally agree to the motion proposed by Mr. BERNACCHI.

CHAIRMAN:- The motion that Mr. CHAN Shu-woon's name be removed from the List of Members of Select Committees has been proposed by Mr. BERNACCHI and seconded by Dr. Woo. Will those in favour please raise their hands.

MR. SALES :- On a point of order, I think that it should be noted that Mr. CHAN Shu-woon has concurred with the motion. In the event it might be carried nemine contradicente, without having to be put to the vote. That would be technically correct.

CHAIRMAN:- I agree. Will members who wish to dissent from the motion please raise their hands.

(Members did not dissent from the motion)

CHAIRMAN:- The motion is carried nemine contradicente. The main motion now comes before Council as amended, that is by the deletion of Mr. CHAN Shu-woon's name wherever it appears in the List of Select Committees. It has been proposed by the Chairman and seconded by the Vice-Chairman. Does any Member wish to speak further on the motion as amended?

MR. SALES: - Mr. Chairman, may I rise to speak just as an exercise in the implementation of Standing Orders in regard to motions after they have been amended when the right of reply moves to the mover of the amendment? First, Mr. Chairman, in all seriousness I suggest that the time has come for this Council to consider that the business of this Council could be transacted with greater advantage by the circulation of papers. Secondly, such a procedure would make it unnecessary
