is increased to 4 over the week-ends and on public holidays. These qualified life guards are assisted by two other staff who patrol the swimming pool area on the look-out for swimmers in trouble.
Recently the Department's own staff has been augmented at week-ends and public holidays by voluntary life guards belonging to the Hong Kong Life Guard Club. A St. John Ambulance First Aid Team is also on duty at the pool at week-ends and public holidays.
During the past two months the Council has been carrying out a swimming safety campaign in conjunction with the Hong Kong Life Guard Club. The press has cooperated fully in this campaign. No additional safety precautions are contemplated.
MR. CHEONG-LEEN:- Mr. Chairman, for information, during the two months that the campaign has been running, have there been any fatalities?
CHAIRMAN:- Yes, Sir. There was one.
MR. CHEONG-LEEN:- Is the campaign still proceeding apace?
CHAIRMAN: I have no information that the campaign has ceased, but if I may tie in the answer to this question with my answer to your previous question, the fatality which occurred in recent weeks was owing to the swimmer making a dive in shallow water. We have not obtained from the Public Mortuary the actual cause of death, but it seems probable that he fractured his skull.
MR. CHEONG-LEEN:- One last question, Mr. Chairman. Of this important figure of 1,670,725, how many came from Kowloon? I think Mr. SALES may be interested.
MR. SALES:- Mr. Chairman, I would be delighted if Mr. CHEONG-LEEN would attend the next meeting of the Urban Amenities Select Committee precisely at 8.45 a.m. (Laughter).
MR. CHEONG-LEEN:- Mr. Chairman, I am not a member of that Committee for Mr. SALES' information. (Laughter).
MOTION.
MR. B. A. BERNACCHI, Chairman of the Hawkers Select Committee, moved the following motion:
THAT the Hawker (Amendment) By-laws, 1963 be made under section 83 of the Public Health and Urban Services Ordinance, 1960.

He said: I rise to move the motion standing in my name on the Order Paper. This motion deals with wall stalls, which the Council decided a long time ago should be controlled and licensed. The amendment, I hope, will remove some of the difficulties in the way of so licensing them. It has already been approved by the Hawkers Select Committee and now comes before this Council for final approval or, of course, rejection. Mr. Chairman, I beg to move accordingly.

MR. CHEONG-LEEN:- Mr. Chairman, Mr. BERNACCHI has also asked me to second and I hereby second it too. (Laughter).
CHAIRMAN:- The motion has been proposed and seconded. Does any other Member wish to speak?
