To exercise the powers and functions of the Council in regard to hawkers generally, and under Sections 86(2) and (3) of the Public Health and Urban Services Ordinance, 1960, and By-laws 4; 5; 6(1); 7(1); 7(5) and (6); 8(1); 9(3), (4) and (5); 10(1) and (2); 13(2); 14; 15(1), (2) and (3); 16; 21(2); 23; 24(2); 25; 26; 29(b) and 31(1) of the Hawker By-laws, 1960, and to deal with breaches of licence conditions by hawkers.

To advise on the drawing up and carrying out of programmes of health education.

To exercise the powers and functions of the Council in regard to markets generally, and under By-laws 4(1), 5(1)(c), 6, 7, 12, 13 of the Public Market By-laws, 1960.

To exercise the powers and functions of the Council as a Competent Authority under Part IV and Part V of the Resettlement Ordinance, 1958, and to determine overall resettlement policies and the planning of future operations.

(i) supervise and carry out the general administration of cottage resettlement areas.
