HONG KONG URBAN COUNCIL

MOTIONS.

MR. CHAN SHU-WOON, Chairman of the Cemeteries, Crematoria and Funeral Parlours Select Committee, moved the following motion:-

THAT the Council does resolve under By-law 10(1) of the Public Cemeteries By-laws, 1960, that the Director of Urban Services be empowered to remove the human remains from graves situated in an area of land, approximately 500 feet in width, running north-west to south-east through New Kowloon Cemetery No. 8 (Diamond Hill Urn Cemetery), and to dispose of the same by burial as the Director of Urban Services may think fit, provided that the Director shall not exercise any power conferred by this resolution until

(a) the terms of this resolution have been published in two separate issues of the Government Gazette; and

(b) 6 months have elapsed from the date of the last such publication.

He said: As Chairman of the Select Committee, may I move the motion standing in my name.

THE CHAIRMAN moved the following motion:-

RESOLVED–

(i) Under section 59 of the Urban Council Ordinance, 1955, that the persons whose names are set out in the first column of the attached Schedule shall be the Members of the Select Committees detailed for the period up to the commencement of the first meeting of the Urban Council in April 1963 except that Dr. R. H. S. LEE, Mr. CHAN Shu-woon, Dr. A. M. S. BELL and Mr. Ernest C. WONG whose respective terms of office as elected members expire on 31st March, 1963, shall be Members of the relevant Select Committees until that date.

(ii) Under Standing Order 22(6) that the Chairman of each Select Committee shall be as set out in the first column of the attached Schedule for the period up to the commencement of the first meeting of the Urban Council in April 1963, except that Dr. R. H. S. LEE and Mr. CHAN Shu-woon whose respective terms of office as elected members expire on 31st March, 1963, shall be Chairmen of the relevant Select Committees until that date.

(iii) Under section 60(1) of the Urban Council Ordinance, 1955, and section 5(1) of the Resettlement Ordinance, 1958, that the powers and functions of the Council as set out in the second column of the attached Schedule be delegated to the Select Committees shown in the first column for the period up to the commencement of the first meeting of the Urban Council in April 1963.

(iv) Under section 60(1) of the Urban Council Ordinance, 1955, that the power of the Council under section 59 of the Ordinance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee:

Provided that each such change shall be reported to the Council at its next meeting.

He said: I rise to move the motion standing in my name as Item 4(2) on the Order Paper, regarding the constitution, terms of reference and appointment of chairmen of Select Committees for this year.

Once again, I would like to express my appreciation of the co-operation of the Unofficial Members in this matter, resulting in the speedy settlement of the composition of the committees.

There is no change this year in the number of Select Committees and, in fact, there is little change in the membership of each committee. There is, however, one change which I should mention and that is in regard to the Urban Amenities Select Committee, in which the name of the Deputy Director of Public Works (Buildings and Lands) has been included as a member. This appointment has been made at the instance of the Urban Amenities Select Committee and with the approval of my friend, the Director of Public Works, whose department the Deputy Director will represent on the committee.

There is only one major change in the 'Powers' of the Select Committees and that is in regard to the City Hall (Policy) Select Committee. With the introduction of the City Hall Ordinance, 1961, which makes provision for the "management of the city hall", it is now possible to show the powers of that Select Committee very simply.
