MR. B. A. BERNACCHI:- May I simply say, Mr. Chairman, that in addition to the observations already made by the proposer and seconder, there are going to be one or two references in the new Hawker Report insofar as we have some proposals for the use of markets both in respect to hawking and other matters.
MR. CHEONG-LEEN:- Mr. Chairman, may I avail myself of the right of reply as the mover of this motion? I would like to correct Mr. SALES' statement as regards my ringing him up this morning to second the motion. It certainly was not an afterthought. It was a recollection of the fact that a motion requires a seconder and I could think of no better person than Mr. SALES to be a seconder, since I thought that nothing would give him greater pleasure as a resident of Kowloon than to have one market less in Kowloon.
CHAIRMAN:- I would like to mention, in view of the remarks made about the Market Reconstruction Programme, that work is now in progress on alterations to Wan Chai Market, affecting its electric lighting and windows. In the case of Tang Lung Chau Market, piling work is about to start and it is expected that this new market will be completed in 1962. I would also point out that under Category B(i) of the Public Works Programme, sketch plans are in course of preparation for Sai Wan Ho Market, Shek Tong Tsui Market, Kowloon City Market and Cheung Sha Wan Market. However, none of these markets is likely to be completed before 1963.
MR. CHEONG-LEEN:- May I ask, as a matter of fact, whether this programme can be considered as an acceleration of the Market Programme referred to when this question was last raised in this Council?
CHAIRMAN:- I do not think so. It is just a normal progression.
MR. CHEONG-LEEN:- Is it still on a low priority level? (Laughter).
CHAIRMAN:- No.
DR. LEE:- On a point of clarification, Mr. Chairman: are we now in Question time or Motion time?
