MR. CHEONG-LEEN: --Mr. Chairman, Mr. SALES has certainly mis-understood me. May I exercise my right under Standing Orders to explain to him what I meant? Certainly a calculated risk is not a kiss of death and there is no biological significance, but, as I said just now, a calculated risk is a good risk, and I believe that Mr. SALES and I share the same sentiments together.

CHAIRMAN:-I am glad to be able to add my small but sincere tribute and to express my high consideration for the abilities and services of Dr. BELL. However, it is not appropriate that I should vote on this motion, as an appointment of the kind mentioned in the motion is a matter for consideration by His Excellency the Governor. I propose accordingly to abstain.

DR. BELL:-May I exercise my right of reply? I feel that obviously this motion, with so many people abstaining, is rather shaky (may I put it that way?), but I feel no qualms about suggesting publicly or drawing His Excellency's attention to the fact that a lady has not yet been appointed to this Council. (Perhaps this is because I was elected by the public of Hong Kong.) I certainly did not move this motion to try and collect so many bouquets as I seem to have collected around this table, and I thank you all for opposing Mr. CHEONG-LEEN's kiss of death. (Laughter). I really did move it with the intention that the recommendation would benefit the women of Hong Kong, in that one would be appointed to one of the Councils in Hong Kong. This is my sincere wish.

The motion was carried, with 7 for and 13 abstaining.
