MR. B. A. BERNACCHI :-Under Any Other Business, Mr. Chairman, I wonder if I may refer to an interesting position that arose a few minutes ago in the matter of questions being asked in the name of another member. I notice under our Standing Orders that in the case of motions a notice of motion, or rather notice of the motion, must be given to the Secretary under Standing Order 6 by the particular member or members moving the motion. It is then provided under Standing Order 10(3) that "where a notice of motion has been given by any Member and at the proper time for it to be moved he is absent, the motion may with his permission be moved by any other Member." No such provision occurs in the case of questions, but Standing Order 8(1) is in the impersonal or passive tense: If seven clear days' notice in writing has been given to the Secretary, a Member may ask a certain question. It would appear to me, Mr. Chairman, that whereas in the case of a motion the member moving the motion is of necessity the member giving the notice, under questions the only requirement is notice of the question must be given. It would appear to me therefore that when a member asks a question that is on the Order Paper under another member's name, he adopts that question as his question and he doesn't ask it on behalf of the member whose name appears on the Order Paper, but asks it as his question, notice of that question having been duly given.
