VICE-CHAIRMAN:- That is what is being done in very many cases. The whole question of improving the standards of restaurants has been very much before the relevant Select Committee over the last few months, and it is due to a desire to improve matters—a desire with which everyone of us in this Council agrees—that there have been so many suspensions. But as I said in my answer to the Question, it has not been necessary to suspend so many recently, so that it appears that the tightening-up process has had its effect both on the Health Inspectorate and on the public.
MR. SALES:- Mr. Chairman, on a point of clarification, as a Member of this Council I am rather disturbed by the first sentence of paragraph 3 of the Answer to which I draw your attention “. . . it is not the policy of either the Council or the Department to victimise anyone.”
Will you assure this Council, Mr. Chairman, that the Department under your control does not at any time carry out any policy or take any action which is not in keeping with the wishes of this Council as represented by the Ordinance covering the matter of food control and restaurants.
CHAIRMAN:- Yes, Sir.
MR. SALES: You will give us that assurance.
Thank you.
CHAIRMAN:- I would like to point out, Sir, that this last paragraph in the answer to the Question is phrased to touch on a point which was raised in the letter in which the Question was forwarded.
MR. SALES:- I suggest that the three words "or the Department" are redundant as regards this Council's action and policy.

"RESOLVED that the Funeral Parlour By-laws, 1960, be made under Section 123 of the Public Health and Urban Services Ordinance, No. 30 of 1960.”

MR. BERNACCHI:- Mr. Chairman, it might perhaps be less monotonous if in future the Chairmen of the respective Select Committees were to propose the adoption of these By-laws.

THE CHAIRMAN moved the following resolution:-
"RESOLVED under Section 60(1), as clarified by Section 60(4), of the Urban Council Ordinance, 1955, that under the powers conferred upon it by the Public Health and Urban Services Ordinance, 1960, the Urban Council does hereby delegate the powers contained in Section 132 of the Public Health and Urban Services Ordinance, 1960 to the officers scheduled below:
For the institution of proceedings before any court.
For the conduct of proceedings before any court.
THE VICE-CHAIRMAN seconded.
Health Officers and Chief Health Inspectors (both substantive and acting).
Health Officers and Health Inspectors."
MR. BERNACCHI:- In support of this motion, Mr. Chairman, may I inquire what steps are intended to be taken for instructing Health Officers and Health Inspectors as to the conduct of proceedings in court.
