## ADDRESS BY CHAIRMAN.
Before we start to-day's business, I should like to welcome Mr. SALES back from his travels. I feel sure also that Council would wish me to express its appreciation to Mr. ALEXANDER who has carried out the duties of Chairman very ably since Mr. MORRISON's departure on leave three months ago. The
"658 monthly passes were issued in November 1960.
The average number of passes issued each month over the past 8 months has been 610, with a monthly maximum of 668 and a minimum of 549.
The total number of spaces available at the two car parks is 622 made up as follows:
Star Ferry car park: Inside the car park 405 Under the ramps 22 Total spaces 427 City Hall car park: Inside the car park 169 original spaces 8 recently added Under the ramps 18 Total 195## MINUTES.

## PAPERS.
THE CHAIRMAN laid upon the table the following paper:
Report on the work of the Urban Council and Urban Services Department for the month of November, 1960.
## QUESTIONS.
MR. B. A. BERNACCHI asked the following question:
"(a) How many monthly tickets for the car parks on the Central Reclamation are currently being issued?
(b) What is the total capacity of these two car parks?
(c) Is it considered that the proportions of tickets issued to car park capacities are such as to ensure reasonable opportunity for monthly ticket holders to be accommodated at the car parks particularly bearing in mind the other users of the car parks who pay on an hourly basis?"
Although there are 622 spaces in the two car parks, at present an average of 760 and 304 cars move daily in and out of the Star Ferry and City Hall car parks respectively, making a total of 1,064 cars a day. Of these 329 pay cash and 431 hold monthly passes at the Star Ferry car park, while at the City Hall car park 89 pay cash and 215 hold monthly passes. The ratio of cash customers to monthly pass holders is therefore roughly 3 to 4 in the case of the Star Ferry car park and 2 to 5 for the City Hall car park.
So far no restriction has been placed on the number of monthly passes sold. These passes do not, of course, guarantee the holders a space and are issued to obviate the need to stop at the entrance of the parks as the holders go in, and to pay at the office before departure. From the figures I have already quoted, showing monthly passes issued in November and the average daily number of monthly pass holders using the two car parks, it is evident that at present monthly pass holders have reasonable opportunities for obtaining space in the car parks."
MR. WATSON :—May I ask a supplementary question, Mr. Chairman.
In view of the profit of over $100,000 a year which has now been made on car parks and meters according to figures from the
