HONG KONG URBAN COUNCIL

MR. H. CHEONG-LEEN:-On behalf of many of the beach users, may I say that some of them are quite anxious that you are leaving so soon before the end of the summer. (Laughter).

CHAIRMAN:-I am very touched indeed by the warmth and feeling of your remarks.

Over 29 consecutive months I have had the good fortune to be associated with you all and I can assure you that I have formed the highest opinion of the integrity and sincerity of your characters and of the inestimable value of the services, which you are rendering to the people and Government of Hong Kong.

Service on the Council is no sinecure and my admiration has been heightened by direct experience of the volume of detailed work, which you perform. Interminable matters of detail can easily arouse passions but somehow you manage to cope with the detail and yet preserve your good natures and senses of humour.

I am happy to be able to entrust the Chairmanship of the Council to two officers, who for long have been associated with you all and who are familiar with the multifarious problems of the Urban Area. Initially Mr. D. R. W. ALEXANDER, M.B.E. who is at present an Assistant Director of the Department will take over in an acting capacity for a period of 2 or 3 months. Perhaps I should mention that he first came here over 20 years ago in the First of Foot (I am afraid that he has been conspicuous by his absence from the Walkathon) so that he will be in a good position to judge the degree of progress that is currently being made. He will be succeeded in October or November by Mr. Arthur WALTON, who has formerly served on the Council in the capacity of Commissioner for Resettlement and Director of Social Welfare. Their previous service and experience should ensure unbroken continuity, which is so important in an organization of this nature.

Mr. Jack MITCHELL is also leaving for the post of Registrar of Persons and I should like to express my personal thanks for his assistance over the last few months. He will be succeeded for the time being by Mr. H. H. Ross, whom I have the pleasure of introducing now and later by Mr. T. S. D. WHITLEY, who is well-known to you.

May I then thank you for your courtesy and forbearance over the period of my appointment and wish you every success and happiness for the future. (Applause).
