tourist attraction for visitors but I cannot see that the number of such visitors will ever serve to make the Oceanarium pay its way. If one is to be built, it is going to be exceedingly expensive, and I doubt whether the funds will be forthcoming unless the Oceanarium can be shown to be of great scientific value.
I shall be most happy to refer the matter to the Urban Amenities Select Committee for further consideration as you request, but I am not in the least hopeful of any progress directly under the aegis of this Department."
MR. CHEONG-LEEN:-A supplementary, Mr. Chairman. Has this question really been fully considered by the Select Committee?
CHAIRMAN:-I am afraid I cannot really answer that question, Mr. CHEONG-LEEN. If they have not yet considered it sufficiently, they will certainly have an opportunity to do so at the next meeting.
MR. CHEONG-LEEN:-It does seem, Mr. Chairman, from the last paragraph that you are pre-judging the decision of the Select Committee.
CHAIRMAN: I should be the last person to want to pre-judge the decision of the Select Committee, Mr. CHEONG-LEEN. I can assure you that if the issue is referred to the Urban Amenities Select Committee, of which Mr. SALES is Chairman, they will have every opportunity to discuss the question at length.
MR. CHEONG-LEEN:-May I also suggest, Mr. Chairman, that, when it is brought up, it should be pointed out that an oceanarium should not necessarily only have acrobatic dolphins.
CHAIRMAN:-Certainly, Mr. CHEONG-LEEN.
MR. CHEONG-LEEN:-Thank you.
MR. SALES:-Mr. Chairman, has it ever occurred to Mr. CHEONG-LEEN that the particular Select Committee might not wish to have this matter referred to them?
CHAIRMAN:-I think that the issue has been discussed sufficiently.
MR. CHEONG-LEEN:-Should I not answer in clarification, Mr. Chairman? (Laughter).
CHAIRMAN: I think we will now go on to the next question.
MR. H. CHEONG-LEEN asked the following question:-
"(a) Will the Commissioner for Resettlement please state why the Chai Wan Resettlement flatted factory is still three-quarters empty in spite of the fact that it was completed approximately one year ago?

(b) In view of the great demand for economic factory space in Hong Kong, has the Commissioner considered the possibility of revising the conditions of tenancy in this flatted factory, for the purpose of providing more employment for the people in the Chai Wan and Shau Kei Wan areas, and of making better use of Resettlement Department buildings?"
THE COMMISSIONER FOR RESETTLEMENT replied as follows:
"The factory at Chai Wan was primarily designed to accommodate squatter industries to be cleared on Hong Kong Island. It is the policy that as far as possible these industries and their workers should be resettled in the same vicinity and, with that object in view, the factory block was built at the same time as the first three domestic blocks in this estate. However, when these blocks were completed there were a number of very urgent clearances that had to be carried out in the Shau Kei Wan district that involved a proportionately few number of factories, with the result that the domestic blocks have now been virtually filled while the factory block has not. The factory units remaining are required for further clearances to be carried out on Hong Kong Island, which are awaiting the further seven domestic blocks to be built in this estate. These blocks have unfortunately been delayed by site formation and other difficulties and are now expected to be completed in the early part of next year. With regard to the second part of the question, I should be glad to put Mr. CHEONG-LEEN's proposals before the appropriate Select Committee if he would let me have further details of what he has in mind."
MR. CHEONG-LEEN:-I appreciate the difficulties of the Commissioner for Resettlement, Mr. Chairman, so I will not hamper him with more supplementary questions.
MR. B. A. BERNACCHI:-Having the advantage of your replies before me, Mr. Chairman, may I ask the eight questions in one, although I would perhaps say that I may have special supplementaries on particular questions in due course.
CHAIRMAN:-Sufficient unto the day. (Laughter).
