which daily sweeps up the refuse from streets and scavenging lanes. You may also be aware that the activities of quarterly house inspection by the Inspectorate include routine cleansing of refuse from behind all shades, blinds, advertisements, hoardings, etc."

MR. CHAN SHU WOON: Is this present system considered satisfactory to you? If not, what measures are going to be taken?

CHAIRMAN: --No system of cleansing is ever perfect. I think we do the best we can with what we have.

MR. CHAN SHU WOON: --Mr. Chairman, are you satisfied with the cleansing system at the present time?

CHAIRMAN: -It would be very wrong for me to be satisfied.

DR. BELL: -A supplementary. Have we any other means than what is provided at present to prevent people from throwing things down? In the new by-laws, will we be able to take any stronger action?

CHAIRMAN: -I don't think so. We have these powers, and it is rather difficult to exercise them. We can take legal action, but it is extremely difficult to catch offenders throwing litter from an upper storey.

MOTIONS.

Resolved, under Section 59 of the Urban Council Ordinance, that the list of select committees appointed by resolution of the Council dated 7th April, 1959, be amended by the deletion therefrom of the name of Col. the Hon. J. D. Clague, C.B.E., M.C., T.D. and the substitution therefor of the name of Mr. J. L. Marden.

He said:

Col. Clague was a member of some six select committees, and Mr. J. L. Marden has agreed to take his place on the committees for the remainder of the Council year.

THE VICE-CHAIRMAN seconded.

The question was put.

The motion was carried.
