HONG KONG URBAN COUNCIL

"Very shortly after the inception of the Health Education Select Committee, the co-operation of the Honourable Director of Education was sought with a view to the active promotion of health education in schools. With the agreement of the Director, an officer of the Education Department has been invited to every meeting of this Select Committee, and has been regularly present. His advice on aspects of health education touching schools has always been sought."

MR. SALES :-Do you wish us to ask supplementary questions at each stage or en masse?

CHAIRMAN :-At each stage.

MR. CHEONG-LEEN:-May I ask a supplementary question? The reason why I asked six together is I did not anticipate asking too many supplementary questions, but apart from seeking advice from the Director of Education through liaison officers on aspects of health education touching schools, would the Chairman be prepared to seek the active—and I stress the active—support of the Honourable Director of Education in promoting more health education in schools?

CHAIRMAN:-I consider that the Honourable Director of Education is most active in this matter, but I will forward your remarks to him.

MR. CHEONG-LEEN :—I am only putting forward the views of the public. Do you consider that the views of the public are not correct too?

CHAIRMAN :--I am afraid I did not quite catch that question Mr. Cheong-Leen.

MR. CHEONG-LEEN:-The question I am putting represents the views of members of the public including representatives of the education circles. Since they express the view that health education could be further promoted in schools, would you be prepared to stress that with the Director of Education?

CHAIRMAN :-I am prepared to pass on the views which you express.

MR. CHEONG-LEEN :--Thank you, sir.

MR. SALES :-May I with your permission ask a supplementary question? Is Mr. Cheong-Leen aware that the nominated members advocated that excellent programme called the oratorical contest which is designed to promote the health education programme in the schools and through school-children in the homes of so many Hong Kong residents? Is Mr. Cheong-Leen aware of that programme?

CHAIRMAN:-You are apparently asking a question of Mr. Cheong-Leen.

MR. SALES :-I must ask the question through the Chairman as a measure of good order.

CHAIRMAN:-I feel certain that Mr. Cheong-Leen is so aware.

MR. CHEONG-LEEN:--I would be very happy to answer that. I am aware of that because I read the minutes of the Health Education meetings since a member of the Civic Association, Dr. P. F. Woo, is a member. If the appointed members were not aware of that I would mention that, sir.

MR. SALES :-Mention what?

MR. CHEONG-LEEN :-That the appointed members had made the suggestion but since—

CHAIRMAN :—I would remind you that a Question cannot be made a pretext for a debate.

MR. SALES: May I commend you, sir, on your knowledge of Standing Orders.

CHAIRMAN:-Thank you very much.

CHAIRMAN:-Your second question: The question has not been considered. I shall be happy to place the subject on the agenda of the next meeting of the Select Committee.

CHAIRMAN :-Your third question:

"The suggestion is a laudable one, but I regret that I cannot support it for the following two good reasons:

(i) it would probably be impossible to have every member country represented by a suitable tree or bush and to limit the countries would defeat the object of the proposal.
