THE CHAIRMAN replied as follows:
This question concerns the cards which are used to notify householders of impending house inspection.
"These cards were printed separately in English and Chinese as it was considered that there would otherwise have been insufficient space on the Chinese version for additional chopped instructions in the case of licensed premises. These were first issued in March of this year. As far as I am aware only two written complaints have been received, one in March from a member of this Council and the other of very recent date. During this period 312,445 cards have been issued and I am sure that you will agree that the number of errors has been remarkably small.
This department has of course paid heed to these representations and the proof of a revised card in both languages has already been agreed with the Government Printer. It is expected that supplies of the new card will become available next month."
MR. SALES :-Thank you, Mr. Chairman, for your reply. I may add that my "constituent" would be delighted to hear it.
MR. BERNACCHI :-One might almost ask as a supplementary question, Mr. Chairman, if my friend Mr. Sales is standing for election!
MR. SALES:-May I say how happy I am that an elected member has risen to the bait!
MR. CHEONG-LEEN:--May I also point out, Mr. Chairman, that the person also happens to be my constituent.
MR. H. CHEONG-LEEN asked the following question:
"During the debate last August on the motion concerning the new draft Public Health and Urban Services Ordinance, I suggested that the Chairman gave serious thought to having the Ordinance translated into Chinese; would the Chairman please state whether this suggestion has been accepted and if so, how soon can translation work be started?"

THE CHAIRMAN replied as follows:
"The question of the translation of the new legislation into Chinese is under consideration, and it is hoped that arrangements can be made for this to be done. I cannot, however, give any definite indication that it can be done, if only for the reason that the legislation itself has yet to be approved by Government. It will be appreciated that a translation of this magnitude, with a need for extreme accuracy, will require additional staff."
MR. CHEONG-LEEN:-Thank you, sir. Do I understand that in principle you are in favour of having legislation translated?
CHAIRMAN:-I am in favour of such translation.
MOTIONS.
MR. B. A. BERNACCHI moved the following resolution:
"That the Council is disturbed at the long delay in approving or rejecting this Council's recommendations for a revision in the rates for the Central Car Park and requests the Chairman again to take the matter up with the appropriate Officer of Government."
He said: Sir, on the 7th January, of this year, I moved a Motion that was accepted by the Council to the effect that in the light of experience gained, the relevant Select Committee be requested to reconsider the present car park charges.
On the 4th of March 1958, Mr. R. C. Lee addressed this Council as Chairman of the Multi-Storey Car Park Select Committee and informed the Council that certain modifications were to be made in the ordinary charges and also that monthly tickets are to be introduced.
On the 3rd of June 1958, I asked by way of a question whether you could indicate when the new scale of our car park charges already approved by the Council would be considered by Government. In reply you stated that the recommendations of the relevant Select Committee, with some later amendments agreed upon by the Committee, had been incorporated in the revised draft of the Road Traffic Parking and Waiting Regulations of 1958,
