and street-cleansing is carried out by this department as best it can, but in the areas to which you refer there are usually factors which make it impossible for this department to do more than it is doing now. These factors include the road not being properly made up pending development of the neighbourhood; fire victims living in huts on the road-side; adjacent building or demolition projects. In the streets which you have mentioned in your question, I have instructed that special attention be paid to cleansing.
