accommodation of this type was not available. They are therefore not filled indiscriminately but they are allocated, as required, when families are cleared who qualify for them. It is expected that these flats will be filled from clearances that will take place within the next three months.
DR. P. F. Woo asked the following question
"An Assistant Resettlement Officer is posted at every resettlement estate with the exception of Lo Fu Ngam. Can the Commissioner for Resettlement explain why no such officer is being posted at this estate whereas Hung Hom which is similar to Lo Fu Ngam has one stationed there?”
THE COMMISSIONER FOR Resettlement replied as follows :-
"The population of Lo Fu Ngam estate is at present less than two-thirds than that of Hung Hom estate and it is not considered that the duties of the officer in charge warrant the status of Assistant Resettlement Officer. The position will be reviewed when the last two blocks of the estate, on which work is now in progress, are completed."
MR. R. C. LEE asked the following question :-
"Is the Chairman aware that the condition now prevailing at the site of the former So Kon Po Market is extremely unsatisfactory?"
THE CHAIRMAN replied as follows:-
This concerns the So Kon Po market.
"On receipt of your question, I paid a further visit to the site of the former market, and I fear that I cannot agree that the conditions, at any rate at the time of my visit, were unsatisfactory. The stallholders have erected canopies of a standard design and there has been a very considerable improvement in general cleanliness since the temporary site in Fuk Hing Lane was vacated on 1st July, 1958."

MR. R. C. LEE asked the following question
"Is the Chairman able to furnish any information as to the rebuilding of this market, and the approximate date of its completion ?"
THE CHAIRMAN replied as follows:-
This concerns the market.
"The position regarding the planning of the new market is that the schedule of accommodation requirements has been submitted to the Secretariat and it is expected that the new market will be completed in 18 months to 2 years from now."
MR. R. C. LEE asked the following questions :-
"Is the Chairman aware that the water at Deep Water Bay is often covered with oil?
Will the Chairman cause investigation to be made to ascertain whether the oil is from the exhaust of outboard motors, and if so, whether steps can be taken to stop the nuisance?”
THE CHAIRMAN replied as follows:-
"Yes : I am aware that the waters of Deep Water Bay have at times been polluted by oil of a light mineral nature, but I cannot agree that this necessarily arises from the presence of craft powered by outboard motors. From observations since the bathing period commenced, it would appear as if this pollution is most prevalent with a south-westerly wind when patches of oil have been seen drifting in from the open sea. This may indicate that locally moored craft are not necessarily to blame for the situation.
I am conscious of the problem posed by the increasing number of motorized craft in this Bay and have consulted with the Marine Department and other interested bodies on the possibilities of alternative anchorages.
