is why a system of low cost Council housing was introduced only about three years ago and why insufficient public funds are expended on education and medical services. We therefore feel that there should be some measure of elected representation on the Legislative Council and Executive Council and naturally we are sorry that Sir Alexander has not been prepared to support these measures.

I hope that these very observations serve but to impress the sincerity of our feeling when we say that Sir Alexander has indeed served Hong Kong well and that we all owe a tremendous amount to him for these ten years of selfless service to the Community. He is a man of great personal drive and Hong Kong's position in the world today owes much to his leadership. In saying "goodbye" to him on this occasion I am not only saying good-bye to him as Governor, but as a personal friend, for during these ten years I have indeed come to know him as a friend and to admire him and his personal integrity even in matters with which I could not agree with him. I hope he will visit us again in years to come after the burdens of state have been removed from his shoulders.

You, Members of Council, did me the honour of appointing me as a member of a small sub-committee that drafted the address which Dr. Gosano has just proposed. I am indeed proud to have been one of the drafters of that address and I now regard it as a great privilege to move its adoption by this Council.

MR. LI YIU BOR:- I rise to support the resolution moved by Dr. Gosano and seconded by Mr. Brook Bernacchi, and to associate myself with the sentiments expressed by my two colleagues on the impending departure from the Colony of His Excellency the Governor and Lady Grantham.

Considering the noble service rendered to the people of Hong Kong by His Excellency in his long term of office, I feel sure that this Motion will be carried not only unanimously, but also with acclamation.

CHAIRMAN:- Ladies and Gentlemen, it is not easy nowadays to become distinguished in the field of colonial administration, but in this field His Excellency Sir Alexander Grantham has achieved an almost legendary distinction. I know I speak for all

sections and all members of the Council when I say that it will be for us no mere formality, but rather a real pleasure, and a great honour, to support this motion and to subscribe our names to the address which Dr. Gosano has read.

The question was put.

The Motion was carried unanimously. (Applause).
