THE CHAIRMAN moved :-

"That the Swimming Pools (Amendment) By-laws, 1957, be made under Section 4 of the Public Health (Sanitation) Ordinance, 1935."

He said:

As members are aware, the purpose of this amendment, which is set out in the explanatory note, is to place the Victoria Park Swimming Pool, due to be opened shortly, among those swimming pools such as Service pools which are not subject to the existing swimming pool by-laws. These existing by-laws relate principally to structural and hygienic requirements which must be met by persons operating commercial or club pools; and it is axiomatic that, in relation to Victoria Park Swimming Pool which is a Government pool, that the Crown cannot bind itself. This is primarily a legal point and does not, of course, imply that at this new swimming pool the full standards required of other pools by virtue of the existing by-laws will not be maintained. It is the duty of this Council, through the Urban Services Department, to ensure, in the interests of public health, the purity of the water and the general cleanliness of the pool and its surroundings. A modern and efficient system of filtration has been installed and the plant has been designed to treat 152,000 gallons of water per hour. The standard of water purity laid down in the by-laws will be maintained, and there will be adequate staff to ensure this.
