While the appearance of this beach may suggest that there is no control, I can assure you, Sir, that every effort is being made, and will continue to be made, to secure greater control, and I am grateful for the opportunity which this question presents of urging users of boats not to trespass on the area reserved for swimmers, in the interests of the safety and enjoyment of all concerned.”
MR. R. C. LEE asked the following question :-
(a) "Is the Chairman aware that considerable damage to goods and property has been caused by flooding and the overflow of the sewage during recent heavy rainfalls owing to the failure of the drainage system, particularly at Tai Hang Village, Taipo Road, Castle Peak Road and Un Chau Street, to cope with the volume of water descending in these areas?”
(b) "As the overflow of sewage is a serious public health matter, what steps does the Chairman propose to adopt to avoid the nuisance in future?"
THE CHAIRMAN tabled the following written reply
"It will be appreciated that drainage, whether with reference to sewers or to storm water, is a matter for the Public Works Department rather than for this Council. The question has therefore been referred departmentally to the Director of Public Works who has supplied a detailed and somewhat technical reply of considerable length. This reply has been forwarded to you, Sir, and I understand that a statement on the same lines will be made by the Director of Public Works in due course."

He said: This amendment to the Hawkers By-laws, 1957, arises, as stated in the Explanatory Note, out of the Hawkers Amendment and Validation Ordinance, 1957, which revised the definition of the expression "hawker", and incorporated it in the main Ordinance. The present amendment is therefore purely consequential. It was considered and approved by members in committee and I now formally move that the Hawkers (Amendment) (No. 2) By-laws be made.
DR. TENG seconded.
The question was put.
The Motion was carried unanimously.
