MINUTES.

The Minutes of the meeting of the Council held on 2nd July, 1957, were confirmed.

PAPERS.

THE CHAIRMAN laid upon the table the following papers:

(1) Report on the work of the Urban Council and Urban Services Department for the month of July, 1957.

(2) Urban Council and Urban Services Department Statistical Report for the period 1st April, 1957, to 30th June, 1957.

(3) Report by the Commissioner for Resettlement on the progress of clearance and resettlement operations during the period 1st April, 1957, to 30th June, 1957.

QUESTIONS.

MR. H. CHEONG-LEEN asked the following question :-

"Will the Chairman take steps to improve the insanitary conditions existing in Chun Yeung Street, Marble Road and Tong Shui Road, which are all in the vicinity of the new North Point Housing Estate and the Tram Terminus by:

(a) arranging for the street washing vehicle to visit this area more frequently;

(b) providing large garbage bins at strategic places in the area and to take effective measures to encourage shopkeepers, hawkers and cooked-food stall-holders to use the bins, instead of throwing their rubbish on the street, as is at present the case ?”'

THE CHAIRMAN tabled the following written reply :-

"Yes, Sir.

Street sweeping in these roads has been increased by the posting of extra staff and there is already a considerable improvement. 4 large dust-bins are already provided and these are cleared three

times daily. Additional clearances can be arranged if observation shows this to be necessary. The main streets and hawker sites will be washed down weekly instead of fortnightly.

As in any other areas, the large number of hawkers which congregate in the vicinity hampers street cleansing considerably."

MR. H. CHEONG-LEEN asked the following question

"I note from the Annual Estimates that three municipal swimming pools are envisaged for overcrowded Kowloon; will the Chairman please seek information from Government as to the site of the first Kowloon municipal swimming pool so that the Select Committee concerned can begin planning accordingly?"

THE CHAIRMAN tabled the following written reply

"These proposed swimming pools appear in Appendix II to the Estimates under Category C of the Public Works Programme i.e., under the heading "Other Works considered desirable, in regard to which no immediate action can be contemplated on account of the staff position or otherwise." Until a project advances to a priority where it is possible to allocate technical staff for constructional planning, there is little action, in my opinion, that the Select Committee concerned can usefully take."

MR. CHEONG-LEEN:- I rise to ask a supplementary question in regard to question No. 2. Does this Council have any say in deciding on the priority of works put forward by this Council in the Public Works programme?

CHAIRMAN :- Yes, sir, it is for this Council, on the recommendation of the Estimates Select Committee, to submit to Government its views on the priority of any public works which are recommended by the Council.

MR. CHEONG-LEEN asked the following question

"Will the Chairman advise whether the 21 public latrines and bathhouses listed under Category D of the 1957/58 Public Works Programme will be completed
