CHAIRMAN:-I am informed that we do take regular samples of these confections. Do you wish to make any reply, Dr. Bell?
DR. BELL:-I would like to say one thing, Mr. Chairman. I don't think that it is a requirement for the people in the recesses to be vaccinated before they handle frozen and chilled confections. I was not aware of that. I would like to be assured that that is so.

THE CHAIRMAN moved :--
"RESOLVED—
(i) Under section 59 of the Urban Council Ordinance, 1955, that the persons whose names are set out in the first column of the attached list shall be the Members of the Select Committees detailed for a period of three months ending 30th September, 1957.
(ii) Under Standing Order 22(6), that the Chairman of each Select Committee shall be as set out in the first column of the attached list for a period of three months ending 30th September, 1957.
(iii) Under section 60(1) of the Urban Council Ordinance, 1955, that the powers and functions of the Council as set out in the second column of the attached list be delegated to the Select Committees shown in the first column for a period of three months ending 30th September, 1957.
(iv) Under section 60(1) of the Urban Council Ordinance, 1955, that the power of the Council under section 59 of the Ordinance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee :
Provided that each such change shall be reported to the Council at its next meeting."

He said: Members are fully aware of the circumstances which prevented the reconstitution of Select Committees for the usual period of six months as from 1st April last. With the by-election now over it is possible to appoint the Chairman and Committees for the remainder of the usual period, and the list attached to the Order Paper has been discussed and agreed with all Members concerned. I feel therefore there is nothing further that I can add and I now move the resolution.
DR. TENG seconded.
MR. BERNACCHI :-Mr. Chairman, there is only one point. I take issue with you on your reference to the usual period. I think there were special reasons why two years ago the Select Committees were appointed for six months at a time and it seems to have been repeated last year, but I have mentioned this to you before the meeting, and whilst we, of course, are voting for your Motion I would like to express the opinion that I think Select Committees should be appointed for a year at a time as they always were until, I think, 1955.
CHAIRMAN :-I do not wish to take issue with you, Mr. Bernacchi, on this point. I agree with you that it does appear that Select Committees were appointed for one year at a time up until 1955 and that then they were appointed for periods of six months. It is a point which you raised with me, as you say, verbally a few days ago. I have not been able to discover the reason for the change in 1955, but since the Order Paper with the resolution as now framed has gone out, I think we should proceed without amendment.
