(iv) Under section 60(1) of the Urban Council Ordinance, 1955, that the power of the Council under section 59 of the Ordinance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee: Provided that each such change shall be reported to the Council at its next meeting."
He said: Members will recall that at the April meeting of this Council a Resolution was passed reconstituting the Select Committees for a period of two months only instead of the usual period of six months. This was necessary because of the impending Extraordinary Election, the result of which would undoubtedly necessitate further changes in the composition of Select Committees. It was thought at that time that the by-election would be held at the end of May, but, as Members are aware, it will now take place on June 12th. It therefore becomes necessary to extend the present Select Committees for one further month and to reconstitute them again for a period of three months at the next meeting of Council.
The list of Select Committees attached to the notice of Motion is the same as that approved at the April meeting, with the exception that it includes the new Health Education Select Committee and the proposed Select Committee to deal with the multi-storeyed car park. As regards the latter, the Commissioner of Police has agreed that the Senior Superintendent of Traffic should attend meetings of the Committee in an advisory capacity as required. New Chairmen are also proposed for the Slaughterhouses and Offensive Trades Select Committees in the absence on leave of Col. Clague.
