years, I can say that he has given this Council not only the benefit of his considerable ability and experience, but a rare devotion and personal enthusiasm for his work.

He is shortly leaving this Council on retirement from Government service, and in doing so he is at the same time leaving behind a fine example of devoted service; and certainly many monuments of his worthy contribution towards the development and progress of this Colony. We can proudly look up to one of those which has his name, the Bowring Lookout. saying so I am surely expressing the sentiments of my colleagues.

In Mr. Bowring, may I on behalf of my colleagues wish you and Mrs. Bowring the best of health and happiness and wish you in particular every success in any new sphere of activity which you might choose to engage yourself in during the years to come. (Applause).

MR. BROOK BERNACCHI : -Mr. Chairman, I had not realized that we should indeed be losing Mr. Bowring quite so quickly from our midst and on behalf of my fellow elected members from the Reform Club and myself I wish to be associated with the words both of yourself and my friend Mr. Kwok Chan. (Applause).

MR. LI YIU BOR: Mr. Chairman, on behalf of Dr. Woo and myself I should like to associate myself with the remarks that you expressed concerning the Honourable T. L. Bowring. Although our experience in this Council is rather short we have had many occasions to meet Mr. Bowring at committee meetings and we have learned a lot from his long experience in the work of planning. I would like to take this opportunity to say to you, Mr. Bowring, a very happy retirement and a very long and happy life in England. (Applause).

MR. T. L. BOWRING :-Mr. Chairman, my maiden and final speech in this Council will be brief. I thank you, sir, and my unofficial colleagues very much indeed for your kind remarks. (Applause).

ADJOURNMENT.

CHAIRMAN:-That concludes our business and Council stands adjourned until the first Tuesday in February.
