An intensive survey of the needs and lives of juveniles in part of the Western District has been sponsored by the Social Welfare Office and is being carried out by the local Kaifong (Residents) Association and the Hong Kong Social Workers Association.

Eleven Kaifong (Residents) Associations have been successfully established by the Social Welfare Office in urban districts, with progressive programmes for social work to be done by and amongst their own people. All these Associations have already shown practical and satisfactory evidence that they are undertaking their work with enthusiasm.

Welfare, Child Welfare, and Public Assistance increased in 1950/51 from 27 to 42. General organisation of office streamlined and re-arranged to admit of maximum effectiveness at present and maximum flexibility for adaptation to any future developments or needs either in peace or in an emergency.

Discussions with University successfully reached their first conclusion with the decision by the University to start a Social Science Diploma and Certificate Course this autumn. The Social Welfare Office's Principal Youth Welfare Officer is helping in carrying out and co-ordinating the practical training of students.
25.
Intensive training courses for youth leaders have also been run by the Boys and Girls Clubs Association in conjunction with the Youth Welfare Section of the Social Welfare Office.
