An ad hoc Committee established by Government to enquire into reduction of prison population has, in conjunction with the Social Welfare Office, prepared new recommendations for Remand and Detention Homes for juveniles. Other improvements to the present legal and administrative machinery were also recommended.

The greater part of carefully planned policies for the prevention and cure of juvenile delinquency was completed and awaits further consideration by the newly arrived Principal Probation Officer.
Seamen's Welfare. (Policy adopted: Elimination of any racial discrimination and provision of shore welfare amenities).
13. The Port Welfare Committee, with the three Government representatives including the Social Welfare Officer, successfully opened and run a new playing field and club for visiting merchant seamen of all races.
Moral Welfare.

rehabilitation of juvenile prostitutes).

Preliminary plans made for establishing a Moral Welfare Section of the Social Welfare Office to deal primarily with juveniles, with an experienced woman earmarked to take charge.
Emergency Relief Measures. (Policy adopted: To prepare and train a thoroughly experienced and reliable emergency relief squad).

A trained emergency relief squad has been built up in the Social Welfare Office and has proved itself fully capable of dealing with up to 20,000 victims at a time after any emergency such as fire or typhoon. strength of this squad lies not only in their esprit de corps but also in their ability to mobilise and co-ordinate all useful local voluntary aid.

Housing.

17. The promotion of effective re-housing schemes, carried out by local voluntary Chinese organisation after Kowloon City Fire disaster was successfully sponsored and put through by the Social Welfare Office with the help of the Urban Council and other Government departments.

An ad hoc Housing Committee has been set up by Government for co-ordinating many housing schemes and included the Social Welfare Officer.
Recreation. (Policy adopted: Provision of maximum possible opportunities for maximum number of residents).
19. Strong committee set up by Government to investigate whole probler of playing fields and open spaces in urban areas; the Social Welfare Officer was a member of this Committee. Recommendations of the Committee were accepted by Government and a firm and consistent policy is now being pursued by all concerned, including the Social Welfare Office, to make maximum use of limited space for all classes of Hong Kong residents.
