Recommendation 4 had been considerably

delayed by the difficulty in recruiting

the necessary trained staff. They

regretted that no statutory provision was

to be made for dealing with the problem

affrenate

of relief but realised that any such

legislation at the present time might

create a demand which it would be

impossible to meet financially.

In general, the Sub-Committee were

impressed by the great amount of work

which is being done and expressed their

satisfaction with the considerable efforts

being made to improve the present position

in
