Your despatch 72 of 19th March.
Colonial Social Welfare Advisory Committee.
Regarding the last sentence in the third paragraph of your despatch, the committee appears to be unaware of the functions of the Secretary for Chinese Affairs who is in no way connected with political work. I suggest that if there is any further discussion on the subject of separating the Secretariat for Chinese Affairs from the Social Welfare Department, the committee's attention should be drawn to the last Annual Report of the Secretariat for Chinese Affairs where the work of this department is fully described.
In the fifth paragraph of your despatch I note that the committee asked for further particulars about training for social work on a lower level than that given by the University.
