KAIFONG WELFARE ASSOCIATIONS IN HONG KONG
1. At its last meeting the Social Welfare Advisory Committee asked me for further written information about the Kaifong Welfare Associations in Hong Kong.
2. Attached is a revised version of the text of a talk which I gave to the Rotary Club of Hong Kong on the 22nd May 1951. The amendments have included the deletion of some details of purely local interest, the addition of explanatory comments which were not needed for the Hong Kong audience, and the introduction of direct references to political dangers which it did not seem advisable to stress in a public speech.
3. This amended text now gives a fair picture of the developments up to October 1951, subject to the following reservations
(a)
The number and variety of the activities undertaken by the Kaifong Welfare Associations have steadily increased even since my original talk was given in May this year. But as I have no adequate record here in England of the details of their present work I have not brought up to date the summaries in paragraph 11 of that talk.
(b) The part played by the Social Welfare Office, and especially by certain members of its Relief Section, was greater than I wished it to appear to be in my Rotary talk. Supplementary notes on this, together with some relevant further comments on the organisation of the Kaifong Welfare Associations, are attached at the end of these papers.
