I request your approval for the grant of about 190,500 sq. ft. of land at Mission Road, Kowloon, to "The Procurator in Hong Kong of the Salesian Society", a corporation sole by virtue of Ordinance No. 9 of 1931, for the purpose of erecting an Industrial School on the following conditions:

Crown rent, nominal.

Building covenant of $1,000,000 to be completed within 24 months.

User to be restricted to the purposes of an Industrial School.

Prohibition of assignment, etc. without the prior written consent of Government.

Reversion to the Crown without compensation for any breach of the conditions of the grant.

An anonymous benefactor has offered to place $1,000,000 at the disposal of the Roman Catholic Bishop of Hong Kong for this purpose. It is proposed that the school should be in the charge of the Salesian Mission, which already runs the Industrial School at Aberdeen. It is also intended that the school should provide boarding accommodation for some of the pupils.

There is a great need for a considerable extension of facilities for the technical training of young people, and this most generous offer by the prospective donor will enable a gap in the educational facilities of the Colony to be filled. The difficulty in finding qualified teachers for such a school would impede any such project being undertaken by Government, apart from the expense and the inability of the Public Works Department to undertake the planning and construction of the buildings at a time when it is already very heavily committed.

In addition to the free grant of the land, I propose to include in the Estimates for 1951/52 provision for the installation of drainage of this and two other adjacent sites at a cost at present estimated at $133,000, of which about $80,000 will subsequently be recoverable from the sale of the other two sites. It will be more economical to deal with the drainage of all three simultaneously since the land slopes down from the proposed site of the school through the other two tan existing
