From PRIVATE SECRETARY
To Mr.Hall.

The Secretary of State feels that the recent news about the admission to the U.K. of shirts from Hong Kong at very low prices may well lead to some public outcry here. The point has already been taken up by a number of newspapers.
He would therefore like to
satisfy himself about labour
conditions in the industry producing these exports, and to be assured that there is no question of sweated labour. He would like to know if possible what are the hours and wages in the industry, how these compare with other employment in the colony, and whether there is any protection of labour, regulation of hours and wage control machinery.
Would you kindly look into this in consultation with Social Servide De partment and any other concerned.
