(1) Spinning industry regular graduated system of training and wages for learners usually lasting 3-6 months. (11) Other sections more haphazard, usually left to mechanic
and introducer to arrange for tuition anything from a few days to few weeks. (iii) Now one weaving factory has inaugurated regular training
system this outcome of interest in vocational train- ing shown by the Citizens' Welfare Association in one district. Other similar associations also interested and it is hoped that pioneer will be followed by many. (iv) Labour Department and Education Department very much
alive to problems of training and hoping to get some- thing going with apprenticeship and training, but cannot be done immediately without adequate preparation.
(a) Wages.
Wages may appear small but have in fact increased since the war proportionately more than cost of living, and standard of living (except in respect of housing) is higher. Workers' organisations are encouraged by the Department to make agree- ments with associations of employees. Very difficult matter to deal with, especially as regards improving rates when a large pool of labour is always available and particularly now and during the last 12 months with conditions in China. (e) General Conditions.

Regular checks on registered concerns possible and done in respect of safety, health and welfare, hours, etc.
Regular checks on all small unregistrable concerns would be very difficult even with a much increased staff, but if any are seen in the course of ordinary inspections, visited, regulations explained and advice given.
Chinese, in spite of remarks above reslower tempo, lesser output, etc., are industrious and nearly always willing to work overtime if extra financial inducement.
