9. We should be very grateful if the Commonreal th Government would agree to accept a mrazuro of responsibility in these cases beyond the assistance board type of relief extended to Mr. Allison and for whick, apparently, only he qualifies. I am not suggesting reciprocal arrangements between the Australian Gortrazent and Xie Hajesty's Government in regard to a pornible Aurtrelian private chattels schezo, but rather that in there and similar cases of persons who are in need end who are now permanently, or mort likely to be permanently resident ir. Australia, that exceptional cases justify exceptional measures. Admittedly hard cases make bad law but some imʊediate grant, to enable these people to some extent to rehabilitate themselves, either from the Commonwealth Government or from some othor local source would probably remove a potential continuing charge on publie funds as I take it that the Commonwealth Government would eventually have to great contiming assistance if these people become destitute.

I shall be grateful for your views and to know whether you think anything can be done. Perhaps I should add that I am sorry to trouble you with so long a letter but I think it best, in the

eiremastances, to set the mattor out in some detail. The alternative, to send copies of correspondence would have meant even more paper.

Yours sincerely,
