Recreation your Savingram No. 928 of 12th September, 1950. Grounds.

In the case of private treaty grants of land for 10 or 21 years to certain clubs specified in Chapters II and IV of the Report of the Advisory Committee on Recreation Grounds, I propose that the following conditions be applied:-

(1) Crown rent at a flat rate of 100 per acre;

An appropriate building covenant where this is necessary;

No buildin:s other than a club house and a sports stadium to be allowed on any ground;

User to be restricted to the purposes defined in the present constitution of each Club;

Prohibition against sale, assignment, mortgage, charge, and sub-letting;

Prohibition against the use of the ground by other Clubs, other than by visiting teams playing against the Home Club, or for representative matches or other sporting events without the prior consent of the Governor or his designate.

Reasonable facilities to be given to schools approved by the Director of Education to use the ground when not required by the Club, provided that such use does not interfere with the proper care and maintenance of the ground;

The grantees not to be entitled to any compensation in respect of buildings on the termination of the lease;

Termination of the lease without compensation in the event of any breach of the conditions or in the event of the Governor in Council being satisfied that the Club is improperly run.

cases of the grounds granted to the South China Association and the Hong Kong Football Club, to the effect that they shall make their grounds available to other football Clubs and for representative matches and for big sporting and other events on conditions to be stipulated by the Governor or his designate.
