Besides the above, the Hong Kong Government had to meet other large costs, which cannot be estimated now and which, therefore, the Governor makes no attempt to claim.
I think that you may be confident that the Hong Kong Government went into this question very carefully, that they have produced all the details that they readily can and that they have only claimed for expenditure whose existence was proved beyond reasonable doubt, even if the evidence of its existence was largely circumstantial. I suggest that one cannot expect from a Colony that has been ravished by the Japanese the normal meticulous production of vouchers and accounts.
I hope that you will consider the above as favourably as possible and that you may feel able to settle the outstanding part of the claim, without further enquiries being made.
If you are not able to do this, I will approach the Hong Kong Government again, but I do not anticipate that such enquiries will have much result.
