Financial Conference.
1. For your information outstanding matters involving claims by or on the Government of Hong Kong of which I am aware and which therefore I am assuming may be raised in discussion at Conference are as follows:
(a) Claims in connection with which matters of principle
are in dispute.
(i) "Denials" (your despatch No. 31. of 12th August, 1948 refers; see also my despatch No. 15 Secret of 17th March, 1950)
(ii) War Supplies Board (my savingram No. 115 of
2nd February, 1950 refers);
(iii) Red Cross Funds. (Your despatch No. 15 of
26th January, 1950 refers.);
(iv) War criminals (my telegram No. 290 of 2nd March,
1950 refers);
(v)
Harbour Craft (your savingram No. 992 of 30th November, 1949 refers);
(vi) "Hangover" stores ordered during the Military Administration but delivered after resumption of Civil Government; See paragraph 2 of this telegram
(vii) Siamese Free Rice; See paragraph 2 of this
telegram
(viii) Transfer of fixed assets on change over from
Military to civil Government (my circular savingram (2) of 20th June, 1949 refers). I shall shortly be addressing you further on this point but for your preliminary information only purely military assets will be involved; relating to the civil affairs side of military
