Gentlemen,

I an directed by Mr. Secretary Griffiths to refer to your letter of the 27th July addressed to the Enemy Administration Proparty Department, regarding the loss of your goods in Hong Kong as a result of the Japanese occupation, and to say that, as explained in the letter from this office dated the 23rd April 1949, it was decided that no compensation should be paid from public funds in respect of general war damage claims in Hong Kong. This decision did not of course affect olaims where a legal liability may be involved and, as previously stated, any such claims should be referred direct to the Government of Hong Kong.

A second copy of the statement on war damage compensation issued by the Government of Hong Kong is enclosed herewith.
